Newer light rail cities often closely mark and
monitor
their rights of way to keep trespassers off, something quite necessary with high
speed operation. It's a different matter in New Orleans.
The neutral ground of St. Charles Ave. is a favorite haunt for runners, who keep
an eye out for approaching rail traffic -- and who are apparently
fully tolerated. One such individual is barely visible heading
